Shu Fang Tsai, a disabled fashion designer, and her friend Gui-Hua Lin set up “Angel without Wings” workshop in 2003. They unceasingly run this workshop, and it become the first legitimate sheltered workshop in Kaohsiung, Taiwan. But soon they have to deal with the grey area between People with Disabilities Rights Protection Act and Enforcement Rules of the Labor Standards Act.
